A BILL for an Act to amend and reenact subsection 3 of section 54-35-26 and sections 57-40.2-03.3 and 57-60-06 of the North Dakota Century Code, relating to the evaluation of economic development tax incentives, the carbon dioxide capture and injection use tax exemption, and the ad valorem property tax exemption for carbon dioxide capture equipment used for enhanced oil recovery and secure geologic storage; to repeal sections 57-06-17.1, 57-06-17.2, and 57-39.2-04.14 of the North Dakota Century Code, relating to the carbon dioxide pipeline exemption, payments in lieu of taxes for certain carbon dioxide pipeline property, and the carbon dioxide capture and injection sales tax exemption; and to provide an effective date.
HB 1295 would repeal CO2 pipeline exemptions and PILOTs and CO2 capture tax breaks, changing property tax rules and ending special relief for CO2 EOR infrastructure.
A BILL for an Act to create and enact a new chapter to title 19 of the North Dakota Century Code, relating to the creation of a safe food donation program.
Creates a statewide Safe Food Donation Program allowing licensed food businesses to donate surplus foods to charities, with safety rules and donor liability protections.
A BILL for an Act to create and enact a new chapter to title 51 of the North Dakota Century Code, relating to specie legal tender, the taxation of specie legal tender, and United States central bank digital currencies; to amend and reenact section 41-01-09 of the North Dakota Century Code, relating to the definition of United States central bank digital currency.
North Dakota would recognize gold and silver specie as legal tender and tax-exempt its trades; CBDCs would not be legal tender in the state.
AN ACT to create and enact a new section to chapter 44-04 of the North Dakota Century Code, relating to designating student applications for admission to an institution of higher education as exempt records; and to declare an emergency.
ND HB 1542 exempts admissions applications to state higher-ed from public disclosure; allows destruction on request by applicant or parent; effective immediately.
