Carbon sequestration. Provides that a carbon sequestration project that stores carbon dioxide generated outside a county and transported to the carbon sequestration project located in another county may not be undertaken unless the project is approved by the appropriate county legislative body or plan commission.

Charter schools. Changes the chartering authority for a consolidated city. Beginning July 1, 2024, provides that only the charter board or the Indianapolis charter school board may grant chartering authority in a consolidated city. Provides that at least 45 days before a public hearing, an organizer must conduct a meeting with the school corporation where a charter school will be located to discuss certain information. Provides that not more than 30 days after meeting with an organizer, a school corporation must make a recommendation to the authorizer concerning the proposed charter school. Provides that a school corporation must be allowed to make public comments regarding a recommendation made to an authorizer at a public meeting.

Tasks the commission for higher education (commission) and the department of workforce development with collecting and compiling certain information concerning: (1) postsecondary education; (2) career and technical education; (3) workforce qualifications; (4) workforce earnings; and (5) workforce debt. Requires the commission to create an interactive website known as the student horizon dashboard to provide public access to certain collected and compiled information. Requires the commission, with assistance from the department of education and the department of workforce development, to create a report known as the student graduate horizon scorecard (scorecard) for annual distribution. Specifies that the scorecard contain certain information concerning high paying civilian and military careers and in demand jobs. Requires the commission to prepare an annual report for the legislative council. Requires state educational institutions and career and technical education centers to collect and provide information as requested by the commission.

Economic development incentive accountability. Adds various job and employee definitions to the Indiana economic development corporation (IEDC) laws. Requires that all records related to taxpayer funded economic development incentives must be disclosed under the open records law. Requires that the IEDC's annual job creation incentives and compliance report must be published on the Indiana transparency portal Internet web site. Requires the IEDC and the department of state revenue to compile information on all job creation incentives granted, including the total amount of uncollected or diverted state tax revenues resulting from each incentive, and requires that this information must be included as part of the IEDC's annual job creation incentives and compliance report. Requires the IEDC to recapture job creation incentives from a recipient that: (1) fails to make the level of capital investment; (2) fails to create or retain the promised number of jobs; or (3) pays less in wages; than specified in an incentive agreement. Requires the IEDC to compile information on all recapture activities and incentives recouped from unfulfilled commitments and to include the information as part of the IEDC's annual job creation incentives and compliance report. Requires incentive recipients to prepare an annual compliance report on the number of jobs created or retained, employee pay, and various other information concerning the use of the incentives, and requires the IEDC to compile this information and include it in the IEDC's annual job creation incentives and compliance report. Repeals and replaces the definition of "job creation incentive" without change to maintain alphabetical order.

Fiscal matters. Provides that money in the attorney general contingency fee fund is continuously appropriated and is not subject to allotment. Reinstates provisions concerning meetings of the budget committee. Provides that money in the high tech crimes unit fund is continuously appropriated for purposes of the fund. Allows the Indiana economic development corporation (IEDC) to designate territory located in an existing allocation area as an innovation development district if certain conditions are met. Removes the sunset provision for when the IEDC may designate an innovation development district. Provides that if an existing allocation area is located in territory subsequently designated as an innovation development district, property tax increment revenue continues to be allocated to the existing allocation area and provides that the allocation area may not be renewed or extended until the term of the innovation development district expires. Extends the funding Indiana's roads for a stronger, safer tomorrow task force for one additional year. Provides that transfers may not be made by the budget agency, the state board of finance, or any entity from any source to the Indiana gaming commission without prior budget committee review. Provides that certain appropriations from the state gaming fund in the most recent biennial budget act may not be augmented. Amends certain language in the Medicaid oversight committee provisions in House Enrolled Act 1026.

Provides that a utilization review entity may only impose prior authorization requirements on less than 1% of any given specialty or health care service and 1% of health care providers overall in a calendar year. Prohibits a utilization review entity from requiring prior authorization for: (1) a health care service that is part of the usual and customary standard of care; (2) a prescription drug that is approved by the federal Food and Drug Administration; (3) medication for opioid use disorder; (4) pre-hospital transportation; or (5) the provision of an emergency health care service. Sets forth requirements for a utilization review entity that requires prior authorization of a health care service. Provides that all adverse determinations and appeals must be reviewed by a physician who meets certain conditions. Requires a utilization review entity to provide an exemption from prior authorization requirements if in the most recent 12 month period the utilization review entity has approved or would have approved at least 80% of the prior authorization requests submitted by the health care provider for a particular health care service. Repeals superseded provisions regarding prior authorization. Makes corresponding changes.

Education matters. Defines "teacher" for the next generation Hoosier educators and next generation Hoosier minority educators scholarship programs and funds. Provides that an applicant may meet certain scholarship qualifications by being employed as a full-time teacher or full-time school counselor for five years. Increases the amount of the tax credit allowed to individuals for contributions to a postsecondary educational institution or related foundation in Indiana from $100 to $200 in the case of a single return and from $200 to $400 in the case of a joint return.

Prohibition on use of dedicated lanes. Prohibits, until July 1, 2025, a consolidated city from adopting or enforcing an ordinance, resolution, rule, policy, or other requirement concerning a public transportation project, including the blue line, that seeks to: (1) convert; (2) restrict; or (3) otherwise establish; a vehicular traffic lane for use as a dedicated lane. Specifies exclusions from the scope of the bill's temporary prohibition. Requires the driver of a passenger bus operating in a consolidated city that travels on a dedicated lane in the opposite direction of the flow of traffic to sound a horn or bell when approaching an intersection to alert pedestrians.
