Biography
Senator Fady Qaddoura
Fady Qaddoura is a Democratic State Senator representing District 30 in the Indiana Senate. District 30 encompasses the northside of Indianapolis, including portions of Washington, Pike, and Lawrence Townships. He was elected to the state senate in 2020 and brings more than 15 years of service across nonprofit, for-profit, and public sector organizations.
Before his election to the state senate, Qaddoura served as the Controller and Chief Financial Officer for the City of Indianapolis from 2016 to 2020. During his tenure with the city, he was credited with balancing the city's $1.2 billion budget without tax increases following a decade of structural budget deficits exceeding $55 million annually. He also secured five consecutive credit rating enhancements from national credit agencies and lowered the overall city debt while executing many of the city's operational and economic development strategies.
Prior to his role with Indianapolis, Qaddoura worked for the Indiana General Assembly, the Indiana Department of Workforce Development, and the Indiana Family and Social Services Administration.

Qaddoura holds multiple advanced degrees:

- Master of Public Administration in Public Affairs and Nonprofit Management, Indiana University-Purdue University Indianapolis
- Doctor of Philosophy in Philanthropy and Public Policy, Indiana University-Purdue University Indianapolis
He serves as an adjunct faculty member at IUPUI, teaching courses on philanthropy, civic engagement, executive leadership, and finance.
Political Experience and Notable Achievements
During his tenure in the Indiana Senate, Senator Qaddoura has championed education funding and improvement, teacher compensation increases, early childhood education expansion, affordable healthcare access, affordable housing expansion, and civil liberties protections.
His legislative successes include securing funding for the Nickel Plate Trail, Indianapolis' low-barrier homeless shelter, increasing road funding for Indianapolis, improving home healthcare for vulnerable populations, expanding mental and public health support, increasing eligibility for On My Way Pre-K, eliminating textbook fees, and improving access to higher education.
Senator Qaddoura has received several honors, including the 2022 Legislator of the Year award from the Indiana School Social Work Association, the 2021 Civility Award from the Association of Retired Members of the Indiana General Assembly, and the 2024 Beacon Award from Visually Impaired Preschool Services.
