Provides family leave insurance benefits and extends the period of family leave to 16 weeks for businesses that employ one or more employees who meet the hourly qualifications. Eliminates the previous threshold of 100 employees for employers to be subject to the family leave law. Appropriates funds.

Allows the Department of Hawaiian Home Lands to issue interim rules exempt from the public hearing and gubernatorial approval requirements of chapter 91, Hawaii Revised Statutes, after beneficiary consultation is conducted by the Department of Hawaiian Home Lands and upon approval by the Hawaiian Homes Commission. Requires that the interim rules shall be effective for not more than eighteen months. (SD1)

Prohibits the Department of Health or any recipient of individually identifiable health information of a newborn child obtained through genetic and metabolic screening tests required by law to disclose to any person other than the newborn child's parents, guardian, or other persons having custody or control of the newborn child, any individually identifiable health information of a newborn child, including disclosure to a law enforcement officer. Establishes that any information obtained by a law enforcement officer in violation of this prohibition shall be deemed evidence acquired by unlawful means.

Adds a cap for the amount of tax credits for research activities that an eligible taxpayer and the taxpayer's related entities may receive per taxable year. Requires a qualified high technology business to be registered to do business in the State and be a small business in order to be eligible for the tax credit. Consolidates the survey and certification requirements for tax credits for research activities. Amends the annual aggregate cap on tax credits for research activities that the Department of Business, Economic Development, and Tourism may certify. Requires certification of the tax credits for research activities on a first-come, firstserved basis to be based on the date that a complete application is received, subject to certain conditions. Extends from December 31, 2025 to December 31, 2030, the sunset date for tax credits for research activities.

Establishes a cultivation facility license that allows cultivators to grow cannabis for sale only to licensed medical cannabis dispensaries. Establishes requirements for license applications and qualifications for applicants and licensees. Limits the number of cannabis plants grown at each cultivation facility to one thousand. Authorizes the Department of Health to determine the number of cultivation licenses to be issued. Allows one cultivation license to be issued per tax map key number. Allows cultivation facilities to be established on lands zoned for certain uses. Requires the Office of Medical and Cannabis Control and Regulation to administer the licensure and regulation of cultivation facilities. Establishes requirements for cultivation facility operations, including plant tracking and testing. Establishes penalties for violations related to the unauthorized access of cultivation facilities and diversion of product. Requires the Department of Health to disclose certain information regarding cultivation facilities upon request of law enforcement. Subjects cultivation facilities to certain inspections, audits, and reporting requirements. Effective 12/31/2050. (SD1)

Establishes an expanded crisis intervention and diversion activities program within the department of health to expand existing activities to divert those with mental health issues to appropriate health care services. Defines "crisis center" and "crisis intervention officer". Authorizes a person believed to be imminently dangerous to self or others by a law enforcement officer to be assisted by a crisis intervention officer and transported to a designated crisis center. Appropriates funds for the expanded crisis intervention and diversion activities program and for certification of law enforcement officers in mental health first aid by the department of health.
