Amends the motion picture, digital media, and film production income tax credit to: (1) Clarify and amend the requirement for an independent third-party certification; (2) Expand the definition of "qualified production" to include streaming platforms; and (3) Expand the definition of "qualified production costs" to include certain costs associated with products created by Hawaii businesses for use in a production and contracting and licensing of Hawaii-originated music for on-camera use or post-production. Establishes and appropriates funds for a film industry development liaison within the Creative Industries Division of the Department of Business, Economic Development, and Tourism. Restricts civil asset forfeiture to cases involving the commission of a felony offense where the property owner has been convicted of an underlying felony offense. Directs forfeiture proceeds to the general fund. Amends the allowable expenses for moneys in the Criminal Forfeiture Fund. Requires the Attorney General to adopt rules necessary to carry out the purpose of the Hawaii Omnibus Criminal Forfeiture Act. Amends the deadline for the Attorney General to report to the Legislature on the use of the Hawaii Omnibus Criminal Forfeiture Act. Limits the transfer of certain forfeiture property to federal agencies. Establishes records requirements. (SD1)

Authorizes the state librarian to decline to conduct a requested review of an item within the Hawaii State Public Library System collection if the item was previously reviewed by the system in good faith, the basis for the request is duplicative or substantially similar to the basis for the prior review, the response to the prior review was issued within the last year, and the state librarian determines that it is unlikely that the library's response would differ from response issued for the prior request.

Requires the driver's license examination to test the applicant's knowledge of the dangers that larger motor vehicles present to pedestrians and bicyclists. Chris Kalani Lee earned his undergraduate degree in Chemistry and his law degree cum laude from the Richardson School of Law at the University of Hawaii in Hawaii. He has worked as a deputy prosecutor in Honolulu for over 3 decades. He started prosecuting misdemeanors and traffic offenses and then prosecuted sex crimes before moving to the arson and homicide unit.
