Expands eligibility for, and automates, the expungement of arrest and conviction records if certain criteria are met, including the lack of a conviction record for a specified time period following the date of an arrest, conviction, or release from incarceration. Requires the Attorney General to issue automatic expungement orders for certain arrests and convictions beginning 12/1/2025. Requires the Judiciary to automatically seal or remove information for certain arrests and convictions from publicly accessible databases beginning 12/1/2025.

Effective January 1, 2025, requires all state- or county-owned parking lots in the State that contain public paid parking spaces to accept payment of parking fees by credit card and debit card. Requires all state- or county-owned parking meters in the State that collect parking fees for any public paid parking space to be maintained in working order to accept payment by credit card and debit card. Requires the department of accounting and general services and the counties to submit reports to the legislature. Defines motor vehicle, parking meter, and public parking space. Effective 7/1/2050. Establishes procedures for the Department of Transportation to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from the person's air travel to or from an airport in the State. Requires revenue generated from carbon offsets to be directed to the Department of Land and Natural Resources for tree planting or other initiatives that proportionally increase carbon sequestration. Allocates transient accommodations tax revenues to the natural resource management special fund. Allocates transient accommodations tax revenues to the Hawaii Tourism Authority. Repeals the allocation of transient accommodations tax revenues to the special land and development fund. Appropriates moneys for the natural resource management special fund and for operating expenses of the Hawaii tourism authority.

Chris Kalani Lee earned his undergraduate degree in Chemistry and his law degree cum laude from the Richardson School of Law at the University of Hawaii in Hawaii. He has worked as a deputy prosecutor in Honolulu for over 3 decades. He started prosecuting misdemeanors and traffic offenses and then prosecuted sex crimes before moving to the arson and homicide unit. He helped establish Honolulu's first senior victim-witness counseling program to help elderly victims of crime navigate the justice system.read less
