Requires the Department of Human Services to designate a new category of services composed of adult day care and adult day health care for the purposes of Medicaid reimbursement; establish Medicaid per diem reimbursement rates for providers of adult day care and adult day health care of not less than $80 and $95, respectively; establish standard assessment criteria for Medicaid coverage for admitting a candidate to adult day care or adult day health care; and prescribe rules that prohibit managed care organizations contracting with med-QUEST from terminating or modifying an existing provider network contract solely on the basis of a provider's change of ownership or ownership structure.

Establishes a definition for "immediate harm" and amends the definition of "imminent harm" for the purpose of the Child Protective Act. Requires a police officer to assume protective custody of a child without a court order or consent of the child's family if there is no time to obtain a court order; and the officer observes and can articulate on the initial police report that the child is subject to immediate harm while in the custody of the child's family. Requires a police officer who assumes protective custody of a child on grounds that the child is subject to immediate harm to provide a written report detailing the observations justifying the immediate removal to the Department of Human Services within twenty-four hours or the next business day of assuming custody of the child. Requires the Department of Human Services to file a petition for a protective order on behalf of the child and attach a copy of the initial police report within twenty-four hours of receiving the initial police report and provide a copy of the initial police report to the child's parents. Clarifies the application of the peer-to-peer car-sharing insurance laws as to other entities that make available rental vehicles under state law. Amends the minimum motor vehicle insurance coverage for shared cars to be consistent with the existing minimum coverage for personal vehicles. Clarifies when the requirements for motor vehicle insurance coverage are satisfied. Repeals the sunset of the peer-to-peer car-sharing insurance requirements.

Requires the applicable chief of police to search firearm permit and registration records for those individuals before serving a protective order or restraining order involving firearms or ammunition, and to seize any firearms or ammunition that were not disposed of. Requires police to seize firearms and ammunition in domestic abuse cases that are in plain view of the officer or discovered by consensual search.

Requires the Hawaii Housing Finance and Development Corporation to: prioritize the allocation of low-income housing tax credits to state-owned development projects; amend the Low-Income Housing Tax Credit Qualified Allocation Plan to allow up to twenty per cent of the maximum one hundred twenty points on the application criteria point system to be allocated to projects offering to convey ownership of the completed project to the State or an organization obliged to use all financial surpluses generated by the project to construct more housing; not award additional points for developer fees that are under twelve per cent; and prioritize applicants who have demonstrated accelerated full repayment into the rental housing revolving fund of past rental housing revolving fund loans.
