Defines the term Hawaiian language with regard to Hawaii's official languages and requires that every effort shall be made to accommodate Hawaiian speakers and readers. Authorizes Department of Education schools to offer Hawaiian language as the sole indigenous language of the Hawaiian Islands. Appropriates funds to the State Public Charter School Commission to study the Hawaiian language and for the publication of educational resource materials for native speakers of the Hawaiian language. Creates a state-initiated process to expunge records of arrests and convictions pursuant to section 712-1249, Hawaii Revised Statutes, at no cost to the record holder. Requires the Hawaii Criminal Justice Data Center to submit biannual reports to the legislature until all eligible records are expunged.

SB2774 - Relating To The Cesspool Conversion Financial Assistance Pilot Program.

Establishes within the Department of Health, a three-year Cesspool Conversion Financial Assistance Pilot Program to provide financial assistance to owners of cesspools located in the county of Maui to upgrade or convert their cesspools to a wastewater system approved by the Director of Health or connect them to a sewerage system. Requires the Department of Health to adopt rules and submit a report to the Legislature. Makes an appropriation.

Establishes a Government Innovation Shadow Program that allows the State's governmental units to temporarily assign employees to shadow employees of other governmental agencies and private organizations and businesses to observe and report innovations, process improvements, and best practices that can be adopted by the State. Requires the Department of Human Resources Development to submit annual reports to the Legislature. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.

Expands the department of land and natural resources' rulemaking authority to include any rule deemed necessary to protect certain aquatic life. Expands the board of land and natural resources' authority to temporarily adopt, amend, or repeal certain natural resource rules by formal action at a publicly noticed meeting if the board finds that such adoption, amendment, or repeal is necessary to implement effective and adaptive management measures in light of newly available technology, or in light of newly available data.

Authorizes advanced practice registered nurses, in addition to physicians, to practice medical aid in dying in accordance with their scope of practice and prescribing authority. Authorizes psychiatric mental health nurse practitioners, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Reduces the mandatory waiting period between oral requests from twenty days to five days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period, under certain conditions. Effective 12/31/2050. (SD1)
