Establishes a Green Environmental Fee Program that requires certain users to purchase an annual license for the use of a state beach, park, forest, trail, or other natural area on state land, to be administered by the Department of Land and Natural Resources. Establishes a Green Environmental Fee Special Fund, into which shall be deposited fees, penalties, appropriations, and gifts and donations for the program; allows moneys deposited into the fund to be used for the marketing and publication of the program and for transfers to the Beach Restoration Special Fund, State Parks Special Fund, and Hawaii Statewide Trail and Access Program, known as Na Ala Hele. Requires annual reports to the Legislature. Makes an appropriation to establish positions within the Department of Land and Natural Resources in support of the program.

Defines "direct recording electronic voting system", "marksense ballot voting system", and "mechanical tabulation system". Amends the definition of "electronic voting system" to include the mechanical tabulation system and marksense ballot voting system. Specifies additional requirements and procedures with which the Chief Election Officer must comply when using an electronic voting system, including procedures for conducting the post-election, pre-certification audit.

SB2798 - Relating To Search And Rescue.

Establishes the hike safe card program and search and rescue special fund to be administered by the Department of Land and Natural Resources. Requires government entities to seek reimbursement for all or a portion of search or rescue expenses when the person or entity knowingly enters state, county, or private property, knowingly enters a hiking trail that is closed to the public, or violates applicable laws, provided that the closure is posted by sign, barricade, or other device that gives reasonable notice of the closure. Exempts persons who possess a hike safe card from search and rescue cost reimbursement, under certain conditions. Requires counties and the State Fire Council to adopt ordinances or rules as necessary to pursue reimbursements. Raises the penalty for criminal trespass from a petty misdemeanor to a misdemeanor. Declares that the general fund expenditure is exceeded. Makes an appropriation.
