Establishes a Hawaii Film Advisory Council within the Department of Business, Economic Development, and Tourism. Provides exemption for certified development of film studio facilities from taxes imposed under chapter 237, HRS. Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit allowed under section 235-17, HRS, to (1) clarify and amend the requirement for an independent third-party certification, (2) increase the annual credit cap to $60,000,000 from $50,000,000, (3) extend the sunset date to January 1, 2039, and (4) expand the definition of "qualified production" to include streaming platforms. Establishes, exempt from chapter 76, and appropriates funds for the film industry liaison position.

Requires the Director of Taxation to develop and administer a one-time tax amnesty program that would waive criminal prosecution, fines, penalties, and interest related to general excise tax and transient accommodations tax for qualified owners who convert an eligible property to a long-term rental through a two-year written resident lease agreement, subject to certain conditions. Provides a conveyance tax exemption for certain real property furnished as a transient accommodation during the period from January 1, 2023, to July 1, 2024. Provides an income tax exemption for capital gains from the sale of certain short-term rental properties furnished as transient accommodation and closing after June 30, 2024, and before January 1, 2026, subject to certain conditions.

Increases the amount of partial public campaign financing available for all state and county elective offices. Amends section 11-425, Hawaii Revised Statutes (HRS), by increasing the maximum amount of public funds available for all offices by 50%. Increases the maximum amount of public funds available for a candidate for the Office of Hawaiian Affairs from $1,500 to 10% of the expenditure limit established in section 11-423(d), HRS, for each election. Amends section 11-429(a), HRS, by increasing the amounts of qualifying contributions for the Office of Hawaiian Affairs from more than $1,500 in the aggregate to more than $5,000 in the aggregate. Provides a downward adjustment of the amounts of qualifying contributions for the office of prosecuting attorney for the City and County of Honolulu, County of Hawaii, and County of Kauai and for the office of county council member for the County of Maui. Provides for an unspecified appropriation to pay for the increase in the partial public financing program. Provides for an appropriation in the amount of $200,000 for the Commission to hire two additional staff members. Declares that general fund expenditure ceiling will be exceeded.
