Requires the approval of the process and timeline to appoint or select a new head of a division or agency to be determined in an open meeting. Requires that votes to appoint or select a head of state divisions and agencies to be conducted in an open meeting. Provides that any vote to appoint or select a head of a state division or agency cast in violation of the foregoing shall be invalid. Requires that a vote by a board to appoint or select hire a head of a division or agency be conducted in an open meeting. (SD1)

Prohibits a landlord from renting or leasing, or offering to rent or lease, a dwelling unit in a rent-controlled county at a rate that exceeds the rate established by resolution adopted by the appropriate county council, subject to certain exceptions. Applies to any county having a population greater than 120,000 but less than 180,000. Repeals 7/1/2029. Takes effect 7/1/2030. (SD2)

Provides that a living beneficiary's place on the Department of Hawaiian Home Land's waiting list for any residential, agricultural or pastoral tract may be designated for transfer to a successor if the living beneficiary dies before receiving an offer for a tract; provided that the successor shall be native Hawaiian, as that term is defined in the Hawaiian Homes Commission Act. Appropriates funds for the preschool open doors program and executive office on early learning to expand access to preschool and to implement program changes required by previous acts. Requires DHS to provide reimbursements to providers participating in the preschool open doors program and adjust the reimbursement rates at least once every two years. Expands the types of entities from which a preschool open doors service provider may obtain accreditation. Expands the preschool open doors program and public prekindergarten program application process to eligible three-year-old children. Authorizes the preschool open doors special fund to accept federal funds. Effective 6/30/3000. (HD2)

Authorizes the department to contract a third-party administrator for the operation of the mitigation banks. Clarifies the sale of credits involved in conservation mitigation banking. Defines "conservation mitigation bank". Effective 1/1/2024.

Donovan Dela Cruz was born in Wahiawa, Hawaii. He attended the University of Hawaii-Manoa and earned a B.A. in political science. He served on the Wahiawa Neighborhood Board from 1990 to 1994. Dela Cruz was first elected to the state house in 2002, where he represents district 22. Dela Cruz currently serves as the Senate Majority Leader. His legislative priorities include agriculture; education; health; housing and human services; ocean, land and water resources; tourism; and transportation.
