Amends chapter 127A, HRS, to clarify State and local authority. Prohibits the Governor or Mayor from suspending requests for public records or vital specifics during a state of emergency. Clarifies that powers granted for emergency purposes shall not be construed as permitting actions inconsistent with the state constitution. Adds definition of the term "severe warning" as used in 127A-30, HRS. Allows the Legislature and city councils to terminate a state of emergency, in whole or in part, issued by the Governor or Mayor, respectively.

SB2180 - Relating To Chore Services.

Requires the Department of Human Services' program requirements for chore services to include an assessment of whether the applicant has a family member who is available and capable of providing necessary chore services for the applicant. Requires the Department of Human Services to improve access for disabled persons seeking chore services by taking certain actions and submitting a report to the Legislature. Takes effect 12/31/2050. Creates a new category of professional licensure for associate physicians, which are recent medical school graduates who have passed certain medical exams but have not been placed into a residency program and who work under the supervision of a licensed physician to provide primary care in medically underserved areas. Prescribes the scope of practice of associate physicians. Creates requirements for collaborative practice agreements between associate physicians and collaborating physicians. Authorizes associate physicians to prescribe certain controlled substances.

SB2734 - Relating To Registration Of Vehicles.

Amends the procedure of transferring the title or ownership interest in a vehicle. Requires the person whose title or interest is to be transferred, or their representative with the appropriate documentation, and the transferee to appear in person before the clerk of the respective county department of motor vehicles to execute the transfer of title. Exempts licensed dealers from appearing in person with the transferee to execute the transfer.

SB2379 - Relating To The Disclosure Of Personal Information Associated With Certain Public Servants.

Prohibits government agencies, persons, and organizations from publicly disclosing the personal information of certain public servants and their families upon receiving a written request. Establishes a misdemeanor offense for individuals who post personal information on the Internet in reckless disregard of the risk of harm to certain public servants and their families. Authorizes the display of personal information that is relevant to and displayed as part of a news story, commentary, editorial, or other speech on a matter of public concern. Effective 1/1/2025.

SB130 - Relating To The Uniform Child-custody Jurisdiction And Enforcement Act.

Allows state courts discretion to not enforce a child-custody determination of a foreign country if the child-custody law of the foreign country imposes capital punishment for apostasy, religious or political beliefs, or homosexuality, and a parent or child demonstrates risk of being subject to the law.
