Authorizes deposits of marriage license fees into the Vital Statistics Improvement Special Fund. Establishes that the exemption from mandatory reporting by members of the clergy does not apply when the clergy member believes that there exists a substantial risk that child abuse or neglect that is especially heinous, atrocious, or cruel, manifesting exceptional depravity, may occur in the reasonably foreseeable future.

SB402 - Relating To Common Interest Communities.

Prohibits planned community associations, condominium associations, or their boards of directors from expending association funds to enforce against de minimis violations of association bylaws, rules, or regulations that result in not more than three complaints from separate units in the association within a calendar year or result in a fine of not more than $500 per violation pursuant to the bylaws, rules, or regulations of the association.

Requires that restrooms and toilet facilities of public amusement facilities constructed, renovated, retrofitted, or installed after 1/1/2024 have two female-use toilets for each male-use toilet or urinal. Requires certain state building construction that is constructed or substantially modified after 1/1/2024 to provide for the installation of a gender-neutral bathroom with at least three stalls.
