Provides that a living beneficiary's place on the Department of Hawaiian Home Land's waiting list for any residential, agricultural or pastoral tract may be designated for transfer to a successor if the living beneficiary dies before receiving an offer for a tract; provided that the successor shall be native Hawaiian, as that term is defined in the Hawaiian Homes Commission Act. Establishes licensure for school psychologists consistent with National Association of School Psychologists standards. Clarifies that the exemptions from licensure as a psychologist apply to those persons employed as school psychologists by an educational institution and practicing only within a school setting. Prohibits private practice by school psychologists. Renames the Hawaii teacher standards board the Hawaii teacher standards and school psychologists board; amends the composition of the board to include two school psychologists and requires the board to submit a report to the legislature. Sunsets 7/1/2026.

Beginning with the 2026-2027 school year, requires each public school and public charter school in the State to employ, or retain under contract, at least one mental health professional for every two hundred fifty students enrolled, subject to certain conditions. Requires the Department of Education to submit a progress report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025. Appropriates funds for the Department of Education to contract for mental health professionals and to establish an unspecified number of full-time equivalent mental health professional positions within the Department of Education.

Expands the coffee labeling and advertising requirements to include ready-to-drink coffee beverages and inner packages and inner wrapping labels. Requires disclosure on the label of coffee blends of the respective geographic and regional origins and per cent by weight of the blended coffees. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted coffee or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii.
