Eugene N. Bulso, Jr. was born in Bethlehem, Pennsylvania. He attended Notre Dame High School before earning a degree in political science and economics at DeSales University. After college, Bulso founded an IT services company focused on cybersecurity and compliance solutions for the healthcare industry.
