Establishes the Office of the State Fire Marshal within the Department of Labor and Industrial Relations to be headed by a State Fire Marshal. Exempts the State Fire Marshal from Civil Service Law. Requires the State Fire Council to establish the terms of employment for the State Fire Marshal and appoint the State Fire Marshal to serve for a term of five years. Requires the State Fire Council to report to the Legislature. Makes appropriations. (CD1)

Beginning January 1, , establishes a zero net vehicle growth policy in the State to ensure that the number of vehicles in the State does not exceed the vehicle threshold. Prohibits the importation of a vehicle into the State unless the dealer or individual importing the vehicle demonstrates proof that an existing vehicle in the State was recycled, destroyed, or transported out of the State and the importation of the vehicle does not cause the total number of vehicles in the State to exceed the vehicle threshold. Requires proof of compliance for dealers and individuals importing vehicles into the State.

Prohibits subletting of certain lots and tracts of land. Clarifies that existing exceptions to conditions in the Hawaiian Homes Commission Act, 1920, that prohibit a beneficiary from subletting a tract do not apply if the tract if also used for non-residential purposes. Clarifies that certain provisions relating to subleases shall not be construed to override other provisions against transfers of licenses or subletting.
