Requires the department of business, economic development, and tourism to submit, prior to the release of the funds appropriated by this Act, a report detailing how previous state funds that were appropriated for the festival were expended and, no later than twenty days prior to each regular session until the funds appropriated by this Act are fully expended or lapse, a report on the governor's festival expenses for the preceding year. Dissolves the commission on the 13th festival of pacific arts. Assigns to the governor the duties for planning and coordinating all state-sponsored and other celebration events staged for the festival of pacific arts and culture. Effective 6/30/3000. (HD2)
