Authorizes patient grow sites with more than five patients on land zoned for agricultural use. Requires the Department of Health to adopt administrative rules to conduct routine voluntary grow site inspections without law enforcement. (SD1)

SB2499 - Relating To A Program To Characterize Carbon Sequestration Potential And Underground Water Resources Statewide.

Requires the Hawaii State Energy Office to implement a Slim-hole Resource Characterization Program that identifies the location and characteristics of underground water and carbon sequestration resources across the State under the direction of the Hawaii Groundwater and Geothermal Resources Center at the University of Hawaii. Requires the Office to prepare an environmental assessment or, if required, an environmental impact statement for the program. Requires the Office to engage with the counties and nearby communities to understand community needs, priorities, and concerns relating to the program before and during the environmental assessment and the program. Requires reports to the Legislature. Declares that the general fund expenditure ceiling is exceeded. Makes appropriations. (SD1)

SB3015 - Relating To Special Purpose Revenue Bonds For Electric Public Utilities.

Authorizes medical cannabis dispensaries to purchase cannabis and manufactured cannabis products from other dispensaries without showing that such purchase is necessary for a qualifying patient's continuous access for medical use, or for medical, scientific, or other legitimate purposes. (CD1)

SB795 - Relating To Taxes.

Requires productions to provide evidence of reasonable efforts to comply with all applicable requirements to qualify for the Motion Picture, Digital Media, and Film Production Income Tax Credit. Requires taxpayers be given notice of and an opportunity to cure requirements for the Motion Picture, Digital Media, and Film Production Income Tax Credit within thirty days of receiving the notice. Takes effect 1/1/2025. (CD1)

SB3144 - Relating To Private Security Contracts.

Effective January 1, 2024, transfers the responsibility and management of certain private security contracts from the Department of Law Enforcement to the Department of Defense, the Department of Health, and the Department of Human Services for their respective facilities.

Authorizes agencies to expend moneys from special funds under the agency's control for capital improvement projects, subject to legislative appropriation or authorization. Prohibits the expenditure of amounts that exceed 20% of the special fund's ceiling.

SB3363 - Relating To Hawaiian Home Lands.

Provides that a living beneficiary's place on the Department of Hawaiian Home Land's waiting list for any residential, agricultural or pastoral tract may be designated for transfer to a successor if the living beneficiary dies before receiving an offer for a tract; provided that the successor shall be native Hawaiian, as that term is defined in the Hawaiian Homes Commission Act. Requires appointments and selections of heads of state divisions and agencies that require a board approval to be made through a publicly established process and timeline. Requires the approval of the process and timeline to appoint or select a new head of a division or agency to be determined in an open meeting. Requires that votes to appoint or select a head of state divisions and agencies to be conducted in an open meeting. Provides that any vote to appoint or select a head of a state division or agency cast in violation of the foregoing shall be invalid. Requires that a vote by a board to appoint or select hire a head of a division or agency be conducted in an open meeting. (SD1)
