SB2159 - Relating To Food Sustainability.

Requires the Department of Agriculture, in coordination with the Office of Planning and Sustainable Development, to prepare a report on freshwater and saltwater aquatic organisms regarding their agricultural and economic impact on the State's food self-sufficiency. Requires the Governor to submit a report on the impacts of freshwater and saltwater aquatic organisms to the Legislature prior to the Regular Session of 2026. Effective 7/1/3000. (HD1)

SB3360 - Relating To Renewable Fuel.

Amends the Renewable Fuels Production Tax Credit by establishing an additional credit for renewable fuels, including sustainable aviation fuels, produced from renewable feedstock locally grown or recycled in the State; amending the amount of the credit that is claimable per taxpayer; amending the lifecycle greenhouse gas emissions level of a renewable fuel to be eligible for the tax credit; and making taxpayers who previously claimed the credit eligible for the credit during a certain credit period. Effective 7/1/3000. (HD1)

SB3027 - Relating To The Strategic Plan To Increase Food Production And Food Security.

Requires the Department of Agriculture, in cooperation with the Office of the Governor, to update and supplement the 2020 strategic plan to increase Hawaii's food production and food security. Requires the Department of Agriculture to submit a report to the Legislature 20 days prior to 2025 Regular Session. Declares that the general fund expenditure ceiling is exceeded. Prohibits holdover board members of the Hawaii Tourism Authority from holding office beyond the commencement of the next legislative session following the expiration of the member's term of office. Extends the transfer of the Oahu Regional Health Care System (Oahu Region) from the Hawaii Health Systems Corporation to the Department of Health to 12/31/2026. Requires the working group established by Act 212, SLH 2021, to submit a report to the Legislature on updates to the operating and budget plan and pro forma capital improvements plan and a breakdown of costs related to the transfer. Requires the Oahu Region to enter into an agreement with the Department of Health regarding the Oahu Region taking care of low acuity patients in the Department's custody by the end of 2024. Requires the Oahu Region to report to the Legislature. Effective 7/1/3000. (HD1)
