Veterinary medicine. Requires the state police department to disclose to the board of veterinary medicine (board) the criminal history or activity of veterinary license or certificate holders or applicants. Requires veterinarians and veterinary technicians to disclose certain information when renewing a license or registration certificate electronically and requires the board to compile that information into an annual report. Provides that a licensed veterinarian is not required to obtain a controlled substance registration or separate controlled substance registration if certain criteria are met. Permits a veterinarian or a registered veterinary technician to renew an expired license or registration certificate more than three years after the date of the expiration.

Provides that a person may not be required to receive an immunization if: (1) the entity requiring an immunization has certain documentation that the person received the immunization required by the entity; (2) the immunization is medically contraindicated; (3) receiving the immunization is against the person's religious belief; or (4) the person refuses to permit the immunization after being fully informed of the health risks. Makes conforming amendments.

Modifies a provision concerning a petition to find that an individual is no longer dangerous.

Provides that a person may not operate a mobile food unit unless the person is issued a statewide mobile food unit license (license) by the Indiana department of health (state department). Sets forth requirements for licensure and the operation of a mobile food unit. Establishes the mobile food unit fund for the purpose of paying costs incurred by the state department or a local authority under a collaborative agreement in conducting health inspections of mobile food units. Specifies limitations on the regulation of mobile food units.

Elimination of state individual income tax. Eliminates the state individual adjusted gross income tax by reducing the rate to 0%. Provides that in calculating the local income tax (LIT), which is imposed based on a local taxpayer's state adjusted gross income, the calculation of a taxpayer's state adjusted gross income for LIT purposes shall be calculated under the adjusted gross income tax provisions as if those provisions, and the most recent adjusted gross income tax rate before its elimination, were still in effect.

Food regulation. For provisions governing home based food products, repeals the term "potentially hazardous food product" and defines "time temperature control for safety food". Requires a local health department to: (1) issue a mobile retail food establishment permit and inspect a mobile retail food establishment in accordance with administrative rules adopted by the Indiana department of health (state department); and (2) establish an annual permit fee not to exceed $200. Requires a local health department, not later than January 1, 2025, to begin: (1) receiving applications for mobile retail food establishments; (2) collecting annual permit fees; (3) issuing mobile retail food establishment permits; and (4) conducting inspections of mobile retail food establishments. Prohibits, beginning January 1, 2025, a person from operating a mobile retail food establishment without a mobile retail food establishment permit from the local health department. Provides that a local health department may not adopt standards concerning mobile retail food establishments that are more stringent than the rules adopted by the state department.

Elections. Provides that the state of Indiana shall conduct all elections using secure, hand-marked paper ballots that are: (1) designed and made in Indiana; (2) embellished with a distinctive watermark; and (3) serialized numerically. Provides that no other method of voting may be used in Indiana. Specifies that ballots must be counted by hand. Requires precincts to have video cameras that record and live stream the counting of ballots and the ballot box container. Requires each precinct to have one voting system equipped for individuals with disabilities. Specifies requirements for reporting results of the election. Requires election results to be announced the evening of the election. Prohibits the use of a pollbook in any form other than paper. Provides that ballots are not confidential. Prohibits the state from conducting the voting system technical oversight program (VSTOP) after June 30, 2024. Specifies storage requirements for certain election documents. Requires the secretary of state (secretary) to randomly choose 10 counties for post-election hand recounts and inspections of secured storage facilities. Provides that all Indiana citizens have the right to inspect and copy all election materials at the office of the county clerk. Requires the secretary to establish and maintain a statewide voter registration data base. Requires the secretary to administer voter registration rolls and provides that the secretary may not delegate this function. Requires county clerks to create and print the paper pollbook for each precinct. Specifies requirements for back up lists and daily records of the voter registration data base. Specifies that an election in Indiana may be held only on election day. Prohibits: (1) early in person voting; (2) vote centers; (3) Internet voting; (4) mass mail-in voting; (5) ballot harvesting; and (6) a ballot drop box. Provides that a precinct may contain not more than 1,500 registered active voters. Specifies that absentee voter boards may be used for all voters at extended care facilities. Requires all voter registration applications to include proof of citizenship and a signature. Specifies certain restrictions that apply to a third party organization. Provides that a digital identification is not acceptable for the purposes of registration or voting. Specifies: (1) requirements for absentee ballots; and (2) the individuals who qualify to receive an absentee ballot. Requires an absentee ballot to include a copy of the voter's proof of identification or the last four digits of the voter's Social Security number. Provides that a person who violates these provisions: (1) commits a Class A misdemeanor; and (2) is deprived of the right of suffrage for 10 years. Repeals a provision that designates as confidential certain information maintained by VSTOP. Requires the attorney general to establish an election crimes unit.
