Prohibits any person from charging any fees on a transient accommodation or resort time share vacation interest, plan, or unit that were not disclosed before the time of purchase. Requires a person to clearly and conspicuously display in each advertisement for a transient accommodation or resort time share vacation interest, plan, or unit a rate or price that includes all fees to be charged at the time of purchase. Requires any taxes and fees that are displayed as a percentage of the cost on a booking transaction also be displayed as a dollar amount at the time of purchase.

SB465 - Relating To Medical Cannabis.

Authorizes qualifying patients and qualifying out-of-state patients to transport cannabis between islands of the State for personal medical use; provided that no individual or entity shall be required to violate federal law. Requires the Department of Transportation to adopt rules for the interisland transport of controlled substances within the State. Effective 6/30/3000. (HD1)

SB1219 - Relating To Public Safety.

Requires and appropriates moneys for the provision of free voice communication services in the State's youth and adult correctional facilities. Prohibits state agencies from deriving revenue or financial benefits from the provision of communication services to persons confined in state correctional facilities. Requires the Public Utilities Commission to establish service quality standards and rules for the free voice communication services and to report to the Legislature prior to the regular session of 2024.

SB370 - Relating To Electric Vehicle Charging Systems.

Removes the exemption that allowed owners of multiple parking facilities within the State to designate and electrify fewer parking spaces than required in one or more of the properties if the requirement for the total number of aggregate spaces on all of their owned properties was met. Authorizes the counties to adopt ordinances to regulate electric vehicle charging systems for places of public accommodation with fewer than one hundred parking spaces. Requires the Clean Ground Transportation Working Group to develop plans for public electric vehicle charging stations on each neighbor island and develop an expedited permitting process for electric vehicle charges and related supporting infrastructure. Requires a report to the Legislature and counties. (SD1)

Allows the Department of Agriculture to extend the agricultural park lease of any lessee who holds a lease with a remaining term of 15 years or less; provided that the land covered by the lease is 25 acres or less and located in a county with a population of less than 500,000. SB2064 - Relating To The Hawaii Housing Finance And Development Corporation.

Grants the Hawaii Housing Finance and Development Corporation the right of first refusal for the development of property for all development on state lands, excluding the Stadium Development District and lands under the Hawaii Public Housing Authority and Department of Hawaiian Home Land lands, that are within county-designated transit-oriented development zones, or within a one-half mile radius of a proposed or existing transit station if the county has not designated transit-oriented development zones, which shall be triggered by a proposed development or proposed transfer of fee simple or leasehold property interest. Requires state departments or agencies to provide sixty days advance written notice of any approval of a proposed development or proposed transfer of lands. (SD1)

Requires the Animal Industry Division of the Department of Agriculture to administer an assessment and approval process to import and move aquatic livestock in the State. Requires the Animal Industry Division to develop a risk-based framework for the aquatic livestock assessment and approval process and to undertake certain activities to develop and expand the aquaculture industry. Defines aquatic biorisk, aquatic livestock, and biocontainment.
