Victor E. Anderson was born in Rockford, Illinois. He received his B.A. degree in Business Administration from Winona State University in 1975. Anderson was a City Council member in Winona, Minnesota from 1986 to 1990. He was elected to the Minnesota House of Representatives in 1990, where he served District 27A until 2006. Anderson worked as a Realtor and owns several small businesses. He has been an active member of various civic organizations. He lives in Winona, Minnesota with his wife Nancy.
