Establishes processes and requirements during a state of emergency or local state of emergency related to eviction moratoriums, foreclosure moratoriums, mortgage deferments, loan deferment, adverse information reported to consumer reporting agencies, and insurance requirements for planned community associations and condominium associations.

SB2745 - Relating To Towing.

Provides that the Department of Land and Natural Resources Division of Boating and Ocean Recreation shall not tow vehicles operated by persons found to have committed certain traffic infractions unless a citation was issued no less than 24 hours before the towing. Provides that a vehicle parked without authorization on land owned or operated by the State shall not be towed without first being issued a citation no less than 3 hours before the towing. Provides that the citation shall not be more than $100.

SR3 - Urging The United States Geological Survey To Conduct Topographical Surveys, Particularly Within Lava-flow Hazard Zones 1 And 2, To Update Its Long-term Lava-flow Hazard Map Of Hawaii Island.

SB2902 - Relating To Fire Emergencies.

Appropriates funds for the Hawaii Emergency Management Agency to purchase a Striker fire truck to be housed on a Department of Defense facility on Maui. Declares that the general funds expenditure ceiling is exceeded.

SB2926 - Relating To The Rental Housing Revolving Fund.

Requires that housing projects financed by funds from the Rental Housing Revolving Fund remain affordable in perpetuity, regardless of redevelopment. Allows the RHRF to be used to finance and guarantee loans for the development of rental projects that are income blind; provided that they are made available exclusively to Hawaii residents who are renter-occupants who own no other real property.

SB2979 - Relating To Lahaina Wildfire Recovery.

Establishes the Lahaina Recovery Oversight Commission within the Department of Accounting and General Services to oversee and guide the recovery of Lahaina from the 2023 wildfires. Requires the Office of Enterprise Technology Services to assist in establishing a website for the Commission. Requires annual reports. Declares that the general fund expenditure ceiling is exceeded. SB3210 - Relating To Student Transportation.

Requires Department of Education school bus contracts to include provisions that require contractors to prioritize the use of motor vehicles that do not require those drivers to hold a commercial driver's license.

SB3208 - Relating To The Research Corporation Of The University Of Hawaii.

Clarifies the purpose of the Research Corporation of the University of Hawaii and that its undertakings shall be limited to acts that are reasonably necessary to carry out its purpose. Repeals the requirement that the University of Hawaii contract with the Research Corporation when the University determines that other various agencies cannot more effectively or efficiently accomplish certain research and training activities. Grandfathers existing Research Corporation contracts and requires new contracts be subject to new limitations. Limits the scope of the special account the Research Corporation is authorized to establish. Requires revolving accounts to follow University of Hawaii Administrative Procedure 12.204. Limits internal service orders and revolving accounts of the Research Corporation that use University intramural and extramural funds to certain projects and requires biannual reports to the Legislature.

SB2981 - Relating To Contractors.

Establishes as a class B felony the unlicensed performance of contractor work, during or within 5 years following a national emergency, state of emergency, or disaster proclamation, in an affected political subdivision.
