Allows a bank to invest, in aggregate, up to two per cent of the bank's total assets in limited partnerships, limited liability partnerships, limited liability companies, and corporations formed to invest in affordable housing residential properties. Requires approval from the commissioner of financial institutions to exceed this amount. Sunsets 6/30/2025. Effective 6/30/3000. (HD2)

SB2086 - Relating To The Hawaii Wildfire Relief Fund.

Establishes the Hawaii Wildfire Relief Fund. Requires the establishment of a Wildfire Reserve Trust Fund to support the Hawaii Wildfire Relief Fund. Authorizes the Director of Commerce and Consumer Affairs to establish a Wildfire Bond Loan Program in conjunction with the Hawaii Wildfire Relief Fund. Authorizes the Director of Budget and Finance to issue revenue bonds and general obligation bonds to support the Hawaii Wildfire Relief Fund. Makes an appropriation.

HB1355 - Relating To Civil Trespass.

Amends the offense of simple trespass to establish the civil infraction of trespass onto real property and monetary penalties therefor. Provides that a violator shall be issued a citation. Requires violations to be adjudicated in the district courts using a system similar to that used for adjudicating traffic infractions and emergency period infractions. Requires the judiciary to have established and implemented no later than 1/1/2024 the system to adjudicate citations for civil trespass. Effective 6/30/3000. (HD1)

HB1348 - Relating To Labeling Of Macadamia Nuts.

SB2064 - Relating To The Hawaii Housing Finance And Development Corporation.

Grants the Hawaii Housing Finance and Development Corporation the right of first refusal for the development of property for all development on state lands, excluding the Stadium Development District and lands under the Hawaii Public Housing Authority and Department of Hawaiian Home Land lands, that are within county-designated transit-oriented development zones, or within a one-half mile radius of a proposed or existing transit station if the county has not designated transit-oriented development zones, which shall be triggered by a proposed development or proposed transfer of fee simple or leasehold property interest. Requires state departments or agencies to provide sixty days advance written notice of any approval of a proposed development or proposed transfer of lands. (SD1)

SB2072 - Relating To Education.

Authorizes the Department of Health to require the Department of Education to report coronavirus disease 2019 potential outbreaks or other public health emergencies and related information in a manner most appropriate to public health and safety, as determined by the Department of Health. Repeals the requirement to publish the report on the Department of Education's website. Prohibits the Department of Health from requiring the Department of Education to provide personally identifiable information in any report pursuant to the federal Family Educational Rights and Privacy Act. Authorizes the Department of Education to provide personally identifiable information only after it has determined that a health or safety emergency exists. Effective 7/1/3000. (HD1)

HB1373 - Relating To Workforce Development.

Beginning 1/1/2024, requires the Department of Business, Economic Development, and Tourism to administer a Workforce Development Incentive Rebate Program that incentivizes local independent film and television productions. Establishes a new Film Studio Tax Credit. Amends the administration of the Motion Picture, Digital Media, and Film Production Income Tax Credit by increasing the tax credit cap from $50,000,000 to $75,000,000 for calendar year 2024 and eliminating the ability for credits exceeding the tax cap to be allowed to be claimed after December 31, 2024. Appropriates funds. (SD2)

SB2360 - Relating To Cesspool Conversions.

Requires the Department of Health to submit a report to the Legislature on the cesspool Compliance Pilot Grant Project prior to the Regular Session of 2025. Establishes three full-time equivalent (3.0 FTE) positions to implement the Cesspool Compliance Pilot Grant Project established by Act 153, SLH 2022.
