Reduces the cap on students who can attend a virtual public charter school. Requires a school district to allow a student from another district to attend a school in the school district. Allows a student to have an education savings account. (Flesch Readability Score: 62.9). Increases the limitation on the percentage of students in a school district who may enroll in a virtual public charter school that is not sponsored by the student's resident school district without first receiving approval from the school district. Requires school districts to participate in open enrollment. Establishes a waiver process.
