The Act changes current laws about where police may take a person who is in public while on drugs or drunk. The Act expands how long a person may be held after being given an opioid reversal drug. Provides that possession of a controlled substance with the intent to deliver constitutes delivery. Authorizes local governments to enact laws prohibiting the use of controlled substances. Declares an emergency, effective on passage.
