Requires report to the legislature on strategic plan and timetable for objectives and implementation of the visitor impact fee program. Requires newly elected or appointed condominium association board members to certify in writing compliance with specified duties and obligations. Clarifies electronic voting device procedures. Eliminates proxy voting for condominium associations. Establishes additional requirements and procedures for association meetings and board of director elections, including notices of election, notice of intent to run for election, ballots, and runoff elections. Establishes penalties for improper voting and forgery of ballot envelopes.

Sharon Y. Moriwaki is running for Hawaii State Senate District 12. Moriwaki graduated from Punahou School in 1977. She received her B.A. from Stanford University in 1981 and her J.D. from University of Hawaii William S. Richardson School of Law in 1985. Moriwaki was a litigation attorney before serving as a part-time District Court judge since 2011. She serves on non-profit boards supporting healthcare and justice reforms.
