Inspection of residential onsite sewage systems. Establishes when certain officials may inspect a residential onsite sewage system or nonresidential onsite sewage system. Allows a nonresidential onsite sewage system to be installed in a lot if at least one site on the lot is determined to be suitable for the installation of the nonresidential onsite sewage system. Provides that a county onsite waste management district (district) or local health department may not assess a periodic permit or inspection fee that exceeds the actual cost of the inspection incurred by the district or local health department on an onsite sewage system or an onsite residential sewage discharging disposal system.

Requires retail pet stores, animal care facilities, and animal rescue operations to register with the board of animal health. Establishes mandatory disclosures and warranties for a retail pet store selling dogs. Establishes a random inspection program for commercial dog breeders, commercial dog brokers, and retail pet stores beginning July 1, 2025. Voids local ordinances prohibiting the sale of dogs at retail pet stores.

Age verification for material harmful to minors. Requires an adult oriented website operator that displays material harmful to minors to use a reasonable age verification method to prevent a minor from accessing an adult oriented website. Creates a cause of action to permit: (1) the parent or guardian of a child harmed by a violation of the age verification requirement to obtain monetary damages, injunctive relief, and reasonable attorney's fees; and (2) any other person to bring an action to obtain injunctive relief and reasonable attorney's fees. Prohibits a person that conducts age verification from retaining the identifying information of an individual seeking to access an adult oriented website that displays material harmful to minors, and permits an individual whose identifying information is retained to bring an action to obtain monetary damages, injunctive relief, and reasonable attorney's fees.

Child operated refreshment stands. Provides that a local health department, the health and hospital corporation of Marion County, a county, a municipality, or a township may not adopt or enforce a law, rule, ordinance, or resolution that prohibits or regulates, including by requiring a license, permit, or fee, the sale of lemonade or other nonalcoholic beverages from a stand on private property by an individual who is less than 18 years of age. Provides that the individual who operates the stand must comply with certain requirements. Provides that a stand is not considered a food establishment and does not require a certified food protection manager. Provides that the governing documents of a homeowners association may not prohibit or regulate, including by requiring a permit or fee, the sale of lemonade or other nonalcoholic beverages from a stand on property located in the subdivision by an individual who is less than 18 years of age. Provides that a homeowners association: (1) does not owe a duty of care to persons participating in a beverage sale; and (2) is not liable for any injury to persons participating in a beverage sale; except for willful or wanton acts or gross negligence of the homeowners association.

Provides that the parents of any high school student may request a transfer from a school corporation in which the student has a legal settlement to a transferee school corporation in Indiana if the student may be better accommodated by the athletics program offered by the public schools of the transferee corporation.

Provides that an individual who is issued an electronic device by the state of Indiana for purposes of the individual's work for or on behalf of the state of Indiana may not: (1) install the TikTok application on the electronic device; or (2) use the electronic device to access the website of a corporation that owns and distributes the TikTok application. Requires the office of technology (office) to configure any electronic device managed by the office such that: (1) the TikTok application cannot be installed on the electronic device; and (2) the electronic device cannot be used to access the website of a corporation that owns and distributes the TikTok application. Requires a state educational institution to configure the state educational institution's information technology equipment and services to prevent access to the website or other Internet enabled services of TikTok through the state educational institution's information technology equipment and services.

Child sexually abusive materials. Authorizes the attorney general to assess a civil penalty of $1 million on a corporation with a market capitalization of at least $100 billion for each instance in which the corporation knowingly makes available child sexually abusive material, and establishes a procedure for the investigation of a complaint relating to child sexually abusive material. Establishes the child sexually abusive material facilitation prevention fund. Specifies that money in the fund shall be used to: (1) fund the Internet crimes against children fund; and (2) offset forgone tax remittances. Makes an appropriation.
