Requires the Chairperson of the Board of Agriculture or their designee to annually notify all irrigation users by mail and conduct in-person visits on procedures to remove unused irrigation system water meters and stop acreage assessments. By an unspecified date, requires the Board of Agriculture to amend its administrative rules to require the Department of Agriculture to: maintain an active record of land occupiers within the boundaries of an irrigation district that have not applied for water service or water service connections as prospective consumers and have not drawn water without authorization; immediately discontinue service to a land occupier for non-use if there are no water toll charges for a period of more than two years; maintain records of all weir, water meter, and water flow measuring instrument readings taken; make individualized reading records available to land occupiers upon request; provide written notice to land occupiers whenever a weir, water meter, or water flow measuring instrument is removed by the Department for any reason and to cease any associated water toll charges and acreage assessments; establish a formal process for certain land occupiers to contest erroneous water toll charges and acreage assessments; and establish a formal process for land occupiers with outstanding water toll charges and acreage assessments to enter into a reasonable payment plan with the Department. Requires that housing projects financed by funds from the Rental Housing Revolving Fund remain affordable in perpetuity, regardless of redevelopment. Allows the RHRF to be used to finance and guarantee loans for the development of rental projects that are income blind; provided that they are made available exclusively to Hawaii residents who are renter-occupants who own no other real property.

Prohibits the State from leasing any public lands, or extending the lease of any public lands, to any individual, corporation, or federal agency that is in arrears in the payment of certain moneys to the State, noncompliant with a consent decree or memoranda of agreement with the State that requires environmental maintenance or remediation with regard to the subject public lands, or convicted of a crime. Requires certification by the Office of the Governor before the issuance or extension of any federal lease that the individual, corporation, or federal agency is in good standing with the State. Provides that, if any existing lessee of public lands is found not to be in good standing with the State as of the effective date of this Act, the lessee shall have three years, or until the end of the lease term, whichever is sooner, to correct the violation or the lease shall be terminated. Takes effect 7/1/2050. (SD1)

Makes a person or entity liable for all or a portion of search or rescue expenses when the person or entity knowingly enters state, county, or private property, knowingly enters a hiking trail that is closed to the public, or violates applicable laws, provided that the closure is posted by sign, barricade, or other device that gives reasonable notice of the closure. Requires counties and the State Fire Council to adopt rules as necessary to pursue reimbursements.
