Implements the recommendation of the cesspool conversion working group to accelerate the dates for required upgrades, conversions, or connections of priority level 1 cesspools and priority level 2 cesspools by requiring priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2030, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2035, rather than before 1/1/2050. Beginning 1/1/2024, requires public schools, private schools, and public charter schools to have an employee trained to administer or assist with seizure disorder rescue medication. Requires all principals, guidance counselors, and teachers to perform self-study review of seizure disorder materials annually. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires an annual age-appropriate seizure education program to be provided to all students. Exempts schools that do not have a student with a seizure disorder. Appropriates funds.

Provides that each lease that the Department of Agriculture enters into, renews, or extends after the effective date of this Act shall authorize the Department to: (1) Enter the leased premises at any time to identity, investigate, control, or eradicate invasive species; and (2) Terminate the lease if the lessee refuses the Department entry or is found in violation of any applicable law, rule, or order relating to the control or eradication of invasive species.
