B25-0195 - Lead-Free DC Omnibus Amendment Act of 2023

As introduced Bill 25-195 would require lead service lines on both public and private property be replaced with non-lead lines by December 31, 2030, at no cost to the property owner. It would require that owners of private property serviced by a leas service line to enroll in the Lead Service Line Replacement Program or replace the lead service line themselves. Among other things it prescribes acceptable methods of testing service lines for lead and establishes public education requirements. It would also require DC Water to provide water filtration devices to all properties serviced by a service line made of lead until at least 6 months after the property’s lead service line is replaced. It prescribes certain rights and protections for occupants residing at a property serviced by a lead service line. It would also require that the Department of Energy and Environment engage community-based organizations to review contractor lead service line replacements.

B25-0140 - Fair Wage Amendment Act of 2023

As introduced Bill 25-140 would prohibit an employer from screening prospective employees based on their wage history or seeking the wage history of a prospective employee. The aforementioned bill above has been merged into the Committee Print that will be considered by the Committee at the markup and voted on as B25-0194. If approved, the new bill will be known as the “Wage Transparency Omnibus Amendment Act of 2023”

B25-0237 - Emergency Rental Assistance Funds Reporting and Notice Requirements Amendment Act of 2023

As introduced Bill 25-237 would reform the Emergency Rental Assistance Program by requiring the Mayor to produce monthly reports on program applications and expenditures. It would require one month of public notice before closing the program in anticipation of funding exhaustion and also require quarterly reports on the need for rental assistance once funding has been exhausted.

B25-0102 - Expanding Access to Public Restrooms Act of 2023

As introduced Bill 25-102 would establish a Business Improvement District and Main Street Public Restroom Facility Fund to be administered by the Mayor. It would require the Department of Parks and Recreation to include public restroom facilities in all new and substantially renovated parks that are an acre or more in size.

B25-0124 - Prior Authorization Reform Amendment Act of 2023

As introduced, Bill 25-124 would regulate the practice of health insurers that require patients and their medical providers to seek prior authorization for certain medications, medical procedures, or other medical care. It would set explicit timelines for insurers to respond to prior authorization requests and appeals and establishes what qualifications personnel must have to make these determinations. It would also clarify how insurers are to make information on prior authorization determinations available to patients and their medical providers. It would also prohibit insurers from requiring prior authorization for a treatment based solely on cost and require employers to provide timely notice to employees of medications and treatments covered under their insurer’s standard health benefit plan. FUNDING NOTE - This bill was passed Subject to Appropriations and was fully funded in Bill 25-785. Subject to Appropriations repealer in B25-784.
