Biography

Robert C. White Jr. is a Democratic at-large member of the Council of the District of Columbia, representing the entire city since September 2016. A fifth-generation Washingtonian born on February 12, 1982, he chairs the Council’s Committee on Housing , overseeing housing, human services, and returning citizens’ issues, and serves on committees including the Committee of the Whole, Human Services, Public Works and Operations, and Youth Affairs. Notable achievements include winning the 2016 at-large election with the highest vote total in DC Council history , re-election in 2020, chairing the Metropolitan Washington Council of Governments in 2019 and 2021, and running second in the 2022 Democratic mayoral primary. He is also an adjunct professor at Georgetown University Law Center.

  • Education: Graduated from Archbishop Carroll High School ; B.A. in Philosophy and Political Science from St. Mary’s College of Maryland; additional studies at Oxford University and The Gambia; J.D. from American University Washington College of Law.

    • Law clerk, Maryland District Court for Montgomery County.
    • Legislative Counsel to Congresswoman Eleanor Holmes Norton, advancing DC autonomy and voting rights.
    • Director of Community Outreach , DC Office of the Attorney General under Karl Racine, focusing on vulnerable residents.
    • Appointed to at-large Council seat in 2016 after Vincent Orange's resignation; elected later that year and re-elected in 2020.
