Amends the value of personal property that is exempt from attachment and execution, including increasing the exemption amount for a motor vehicle. Exempts from attachment and execution, an amount equivalent to one month of child support or $5,000, whichever is less, and one month of spousal support or $5,000, whichever is less.

Amends the definition of "imminent harm" for the purposes of the Child Protective Act. Requires a police officer assuming protective custody without a court order of a child to provide to the Department of Human Services a written report detailing the officer's observations justifying the immediate removal of the child. Requires a copy of the police report to be provided to the parents of the child and to the court. Requires the Department of Human Services to provide written notice to a child's parent of the parent's rights when conducting certain investigations.

Prohibits a landlord from terminating certain tenancies without just cause. Requires a landlord to provide relocation assistance or waive the last month's rent when terminating a tenancy for no-fault just cause. Restricts how much and how often a landlord may increase an existing tenant's rent. Establishes the Hawaii rent board to oversee annual rent increases and conduct rental arbitrations, mediations, and investigative hearings on reports of wrongful evictions, and publish a tenant bill of rights. Requires a landlord to provide a tenant with the tenant bill of rights. Establishes a rent stabilization special fund, to be funded by a separate fee assessed on rental units to support the activities of the Hawaii rent board.
