Requires hunting guides who take their clients to hunt on private lands to first obtain written permission from the owner of the private land, or occupier or holder, where appropriate. Requires hunting guides to provide copies of the written permissions obtained to hunt on private lands as part of their annual reports to the Department of Land and Natural Resources. Requires the law enforcement standards board to develop training materials related to the recognition and signs of Alzheimer's disease and related types of dementia. Requires law enforcement officers to review training materials for at least 1 hour per year.

Authorizes manufacturers of electronic devices to coordinate collection activities for the purpose of recycling electronic devices. Allows manufacturers of electronic devices to be considered to have satisfied its recycling goals by providing only collection service locations for recycling at no cost to the owner in each county and zip code tabulation area with a population greater than twenty-five thousand, under certain circumstances. SB2534 - Relating To Condominiums.

Prohibits a condominium unit owner, resident, tenant, or their guests, or any person acting on behalf of the unit owner, from harassing or interfering with board members, managing agents, resident managers, association employees, or vendors contracted by the association, in the performance of any duty or in the exercise of any right or power granted under chapter 514B, HRS, or the governing documents of the association.

SB2540 - Relating To Cesspools.

SB2555 - Relating To State Boating Facilities.

Establishes a state boating facility lease pilot program within the Department of Land and Natural Resources to lease one state small boat harbor for private development, management, maintenance, and operation in a county with a population of less than 900,000. Repeals provisions related to the leasing of fast lands and submerged lands of the Ala Wai boat harbor. Repeals on 6/30/2044.

SB2490 - Relating To Property Development.

Requires each county to adopt, no later than June 30, 2025, ordinances applicable to subdivisions not approved by July 1, 2025, requiring as a condition of approval, the subdivider or developer to obtain a street address and install a mailbox for lots, parcels, structures, or units of a structure within the subdivision before the sale or lease thereof. Requires condominium maps recorded in the Bureau of Conveyances or registered in the Land Court after June 30, 2025, to include a mailbox plan for the condominium property regime, showing the location of all mailboxes for all units in the regime.

Provides that each lease that the Department of Agriculture enters into, renews, or extends shall authorize DOA to enter the leased premises with prior notification to survey for, identify, investigate, control, or eradicate pests; work cooperatively with a lessee to seek funding and develop a plan to maintain control of any pests on the leased premises; and terminate the lease if the lessee refuses entry to DOA or refuses to work cooperatively with DOA toward the control or eradication of pests. Effective 7/1/3000. (HD2)

SB2497 - Relating To Taxation.

Repeals the provision that made references to the base amount in the Internal Revenue Code inapplicable to the research activities tax credit and allowed credits for all qualified research expenses to be taken without regard to previous years' expenses. Narrows the qualifying criteria for research activities tax credits to applicants who are small businesses registered in the State. Extends the sunset date of the research activities tax credit to 12/31/2029. (CD1)

Beginning 1/1/2026, requires health insurers, mutual benefit societies, and health maintenance organizations to provide health insurance coverage for various sexual and reproductive health care services. Applies this coverage to health benefits plans under the Hawaii Employer-Union Health Benefits Trust Fund. Requires the Insurance Division of the Department of Commerce and Consumer Affairs to submit a report to the Legislature. Establishes a Reproductive Health Care Working Group. Effective 7/1/3000. Provides that a project may not proceed under an emergency proclamation relating to housing or affordable housing if that project includes any construction, development, redevelopment, or adaptive reuse that results in a new luxury housing unit or the conversion of an existing residential unit to a luxury housing unit.

SB2601 - Relating To Sexual Abuse Of Minors.
