AN ACT REQUIRING THAT THE ENACTMENT OF NEW OR ENLARGED MUNICIPAL MANDATES BE APPROVED BY A VOTE OF NOT LESS THAN TWO-THIRDS OF THE MEMBERS OF EACH CHAMBER OF THE GENERAL ASSEMBLY.
