Expressing the Legislature's concern about the potential for a carbon oxide pipeline to become a weapon of mass destruction to be used by terrorists or unfriendly governments and urging the Public Utilities Commission to conduct risk assessments and establish stronger regulatory and security measures for carbon oxide pipelines to ensure adequate state, county, business, and family emergency response planning.
Urges the SD PUC to perform comprehensive risk assessments of carbon oxide pipelines and tighten safety, security, and emergency-planning rules to protect communities.
prohibit the exercise of eminent domain for a pipeline that carries carbon oxide.
prohibit a health care provider from restricting or denying a parent or guardian's access to certain medical records and other health information of a minor.
Proposing and submitting to the voters at the next general election an amendment to the Constitution of the State of South Dakota, clarifying that an individual must be a citizen of the United States to be eligible to vote.
SD constitutional amendment: only U.S. citizens may vote; non-citizens barred from all elections, while citizens 18+ with residency/registration can vote; election offices adjust.
