Biography
Heather Baxter is a Republican member of the South Dakota House of Representatives, representing District 34 since 2025. Born on September 25, 1975, she serves on the House Committee on State-Tribal Relations and the House Committee on Health and Human Services. A member of the South Dakota Freedom Caucus, she won her last election with 47.3% of the vote and sought re-election. In October 2025, she announced her candidacy for South Dakota's 2026 Secretary of State election, challenging incumbent Monae Johnson in the Republican primary. She sponsored legislation creating the Developmental Disability Service Delivery Committee, signed by the Governor on March 30, 2026.
