SB290 - An Act To Amend Title 7 Of The Delaware Code Relating To The Protection Of Wetlands.
Stephanie L. Hansen, Bryan Townsend, Debra J. Heffernan
Last updated 6 months ago
9 Co-Sponsors
This Bill institutes a State nontidal wetlands program and leaves intact the current State tidal wetlands program under Chapter 66 of Title 7. Prior to these amendments, the only regulatory protection of the State's nontidal wetlands was through the U.S. Army Corps of Engineers and the federal Clean Water Act ("CWA"). Nontidal (freshwater) wetlands are valuable resources that contribute to the quality of life for all Delawareans and deserve a local program of protection. The State nontidal wetlands program will be more efficient and more responsive than the federal program. The State nontidal wetlands program will cover gaps in federal jurisdiction under the CWA and mitigate the uncertainty surrounding the limits to federal jurisdiction. The bill also makes technical revisions and conforms certain language to existing language in 7 Del. C. Ch. 60, for consistency.

SB294 - An Act To Amend Title 14 Of The Delaware Code Relating To Salary Schedules For Early Childhood Personnel.
Kyle Evans Gay, Laura Sturgeon, DeShanna U. Neal
Last updated 6 months ago
11 Co-Sponsors
This Act removes assigned salary schedules established for child care licensing specialists and child care licensing supervisors, who are employed through the Department of Education. By removing this language, the Department of Education will be able to provide equitable compensation to early childhood personnel within the Office of Child Care Licensing. Attracting and retaining employees is critical to ensure the States child care licensing system is sufficiently staffed. Currently, the statute prevents child care licensing specialists and child care licensing supervisors from equitable pay within the Department of Education, leading to high rates of turnover and inter-Department transfer. A lack of staffing limits the ability of the State to investigate complaints being made against child care centers.
