Melissa Minor-Brown

Melissa "Mimi" Minor-Brown was born on April 19, 1984, in Philadelphia, Pennsylvania. She is an American success story who overcame significant challenges to become a prominent political leader. Beginning as a single teenage mother, she pursued education and professional advancement, eventually becoming a licensed practical nurse and registered nurse.

Minor-Brown's path to public service began at the Veterans Administration Hospital in Elsmere, Delaware, where she worked for seven years. During her tenure there, she listened to the stories and concerns of servicemembers, which inspired her to run for elected office as a more effective way to serve her community's needs.

Education

Minor-Brown earned a master's degree in Executive Leadership from Wilmington University, graduating Cum Laude. She also holds credentials as a registered nurse and has pursued advanced education in her field throughout her career.

Political Experience

Minor-Brown was elected to the Delaware House of Representatives representing District 17 in 2018, winning her primary with 56.7% of the vote. She ran unopposed in the general election and has been reelected since, securing 96% of the vote in 2020. She is a member of the Democratic Party.

In her current role, she serves as Speaker of the House, a position she has held since January 2025. Previously, she served as Majority Leader. She chairs multiple committees, including Administration, Rules, and Ethics, and serves as a member of the Veterans Affairs Committee.

Beyond her legislative work, Minor-Brown has been recognized as a Delaware Top Nurse Honorable Mention in 2018 and 2022, and she received the Dr. Kitty Esterly Health Equity Award from the Delaware Healthy Mother and Infant Consortium. Since 2022, she has also served as the clinical coordinator for graduate services within the School of Nursing at the University of Delaware, working to increase diversity and cultural competency among nursing students.
