SB145 - Relating To Competitive Sealed Proposals.

Allows offerors to revise their proposals after the submission deadline and prior to award so that the purchasing agency may obtain a best offer, not only a best and final offer. Allows a purchasing agency to conduct alternative negotiation methods to award a contract solicited through competitive sealed proposals. Removes the requirements to (1) award a contract solicited through competitive sealed proposals based solely on price and evaluation factors and (2) file the basis on which the award of a contract solicited through competitive sealed proposals was made.

SB2436 - Relating To Construction Waste.

Requires recycling of construction and demolition materials and use of recycled materials to factor into priority offeror selections for competitive procurements of construction or demolition services by the State or any county.

Prohibits the possession or consumption of a tobacco product in a public place by a person born on or after January 1, 2003, with certain exemptions. Prohibits the purchase or possession of any tobacco product or electronic smoking device by a person born on or after January 1, 2003, with certain exemptions. Effective 1/1/2024.

Exempts food supply chain businesses from permit or zoning requirements necessary for the installation of a renewable energy technology system or renewable energy storage system. Allows a food supply chain business to self-certify through licensed contractors for renewable energy technology systems and renewable energy storage systems used for its operations. Defines "food supply chain business" and "renewable energy storage system".
