B25-0286 - Occupational Therapy Licensure Compact Approval Act of 2023

As introduced, Bill 25-286 would authorize the Mayor to execute an Occupational Therapy Interjurisdictional Compact for the purpose of increasing access to in-person practice of occupational therapy. It would create requirements for home state licensure and education and training for participating compact occupational therapists. It would also establish requirements for states to conduct and report adverse actions and require all compact states to share licensee information with other compact states. It creates a coordinated database on participating compact occupational therapists and establishes the Occupational Therapy Licensure Compact Commission.

B25-0284 - Helping Small Businesses Recover and Thrive Amendment Act of 2023

As introduced, Bill 25-284 would increase the tax credit available to qualifying businesses for a portion of rent or property taxes paid and also reduce the taxable value of the commercial property if it is rented or owned by the qualifying business. It would also prohibit sales tax from being imposed on service fees at restaurants. It would allow small businesses to receive written notice of license renewals by the Department of Licensing and Consumer Protection, modify requirements for bar manager licensure, and mandate the development of a public awareness campaign to educate about upcoming changes to the tipped minimum wage. Among other things, it would also prohibit the charging of swipe fees on the sales tax portion of a credit or debit card transaction. It would establish requirements for states to conduct and report adverse actions and require all compact states to share licensee information with other compact states. It would create a coordinated database on participating compact occupational therapists and also establish the Occupational Therapy Licensure Compact Commission.

B25-0195 - Lead-Free DC Omnibus Amendment Act of 2023

As introduced Bill 25-195 would require lead service lines on both public and private property be replaced with non-lead lines by December 31, 2030, at no cost to the property owner. It would require that owners of private property serviced by a leas service line to enroll in the Lead Service Line Replacement Program or replace the lead service line themselves. Among other things it prescribes acceptable methods of testing service lines for lead and establishes public education requirements. It would also require DC Water to provide water filtration devices to all properties serviced by a service line made of lead until at least 6 months after the property’s lead service line is replaced. It prescribes certain rights and protections for occupants residing at a property serviced by a lead service line. It would also require that the Department of Energy and Environment engage community-based organizations to review contractor lead service line replacements.

As introduced Bill 25-229 would provide cost-free coverage of one prostate-specific antigen test and digital rectal exam per year. It would also prohibit any health insurer from imposing a deductible, coinsurance, copayment, or other cost-sharing requirement for prostate cancer screening.

As introduced Bill 25-477 would require the Department of Parks and Recreation (DPR) to establish a program in partnership with District of Columbia Public Schools (DCPS) to expand safe and sanitary community access to recreational facilities in every ward on evenings and weekends, outside of the hours in which facilities are in active use by schools and students.
