Requires the Hawaii Public Housing Authority to conduct a study identifying certain state-owned lands located within a one-half mile radius of any rail mass transit station, including lands owned by the Office of Hawaiian Affairs and excluding lands under the jurisdiction of the Department of Hawaiian Home Lands, that are most suitable for constructing at least one hundred thousand housing units. Appropriates funds to the Hawaii Public Housing Authority to conduct the study, or contract services to conduct the study.

Requires the counties, before implementing any new mass transit fare or increasing any existing fare to first seek revenues from alternative sources, including transit-based advertisements. Requires a county that decides, after seeking alternative revenue sources, to implement a new or increased mass transit fare to submit a justification report to the Department of Transportation. Requires the Department of Transportation to reject or approve the proposed new mass transit fare or fare increase within 30 days of receiving a county's justification report.

Specifies that a recount of all ballots cast for any election shall occur if the official tabulation of all of the returns for that office or ballot question reveals that there is a difference equal to or less than one hundred votes, one-quarter of one per cent of the total number of ballots cast for the contest, or the margin of error for the tabulation method utilized, whichever is greater.
