Allows the Hawaii Community Development Authority to approve the residential development on the parcels owned by the Office of Hawaiian Affairs in Kakaako. Raises the building height limit and increases the maximum floor area ratio for residential development on the parcels. Exempts the residential developments on the parcels from the requirement to dedicate public facilities of land or facilities, or cash payments in lieu thereof, as a condition of development; the prohibition on sale or assignment of fee simple interest in land in the Kakaako Community Development District; and the prohibition on residential development in the Kakaako Makai area. Appropriates funds for repairs of certain structures located on the parcels and for compensation relating to the Office of Hawaiian Affairs' pro rata portion of income and proceeds from the public land trust. Effective 7/1/2050. (SD1)

Establishes jurisdiction for the Department of Law Enforcement over enforcement of chapter 132D, HRS, relating to illegal fireworks. Establishes provisions for police and fire officers to enter premises and for the Director of Law Enforcement to inspect premises. Requires license and permit holders to maintain records and report instances of illegality in relation to fireworks. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.

Requires a business that provides an online service, product, or feature likely to be accessed by children to comply with certain data privacy requirements. Requires a business to complete a data protection impact assessment for any online service, product, or feature likely to be accessed by children and maintain documentation of the assessment as long as the online service, product, or feature is likely to be accessed by children. Requires a business to make a data protection impact assessment available to the Attorney General pursuant to a written request and exempts a data protection impact assessment from public disclosure. Prohibits a business that provides an online service, product, or feature likely to be accessed by children from taking certain proscribed actions. Authorizes the Attorney General to seek an injunction or civil penalty against any business that violates certain provisions. Creates the Hawaii Children's Data Protection Working Group. Requires reports to the Legislature.

Authorizes the Hawaii Housing Finance and Development Corporation to issue bonds for housing project infrastructure and finance the development of regional state infrastructure projects. Exempts bonds issued by HHFDC for improvements by assessments, and the interest thereon, from state, county, and municipal taxation, with certain exceptions. Includes proceeds from bonds issued for regional state infrastructure projects as a source of revenue for regional state infrastructure subaccounts. Authorizes the cost of providing regional infrastructure improvements to be assessed against housing and mixed-use transit-oriented development projects specifically benefiting from the improvements when a regional infrastructure improvement project is undertaken by the Hawaii Housing Finance and Development Corporation. Authorizes regional state infrastructure subaccount revenues to be used to repay regional state infrastructure project bond holders. (CD1)
