Requires the attorney general to defend professionally licensed or certified state employees from civil actions or proceedings, subject to certain circumstances. Establishes certain filing and hearing requirements for when the attorney general refuses to defend a state employee. Requires that if the State refuses to defend a state employee from civil actions on certain grounds, that the State file a motion to be heard with the court. Effective 6/30/3000. (HD2)

Expands the State's temporary disability insurance (TDI) coverage to, and exempt from TDI benefit eligibility requirements that are employment-related, employees who are unable to perform their employment duties due to the employee's childbirth or provision of kangaroo care to, or expression of breast milk for, the employee's child who is required to stay in a neonatal intensive care unit. Extend under certain conditions, the temporary disability benefit payment period and family leave period for employees who are unable to perform their employment duties due to a preterm birth of a child who is required to stay in a neonatal intensive care unit or birth of a child who is required to stay in a neonatal intensive care unit for more than eight weeks. Defines "kangaroo care" and "preterm birth". Requires the Department of Health to amend its rules to include neonatal care as related condition where the phrase "pregnancy, childbirth, or other related condition" is used.

Requires the insurance commissioner to establish an annual enrollment period for medigap insurance plans. Requires issuers of Medigap insurance in the State to accept an eligible individual's application for coverage during the open enrollment period. Prohibits issuers from denying the applicant a Medigap policy or certificate or making any premium rate distinctions due to various reasons, including health status. Requires the insurance commissioner to amend or adopt rules accordingly. Effective 12/31/3000. (HD1)

Require the Department of Human Services to: establish a Neighbor Islands Blind and Visually Impaired Service Pilot Program that supplements existing statewide services by providing training and other services to neighbor island residents who are blind or visually impaired; establish a Neighbor Islands Blind and Visually Impaired Service Pilot Program Working group and submit a pilot program implementation plan to the Legislature before the Regular Session of 2024; and submit a report on the Neighbor Islands Blind and Visually Impaired Service Pilot Program to the legislature prior to the Regular Session of 2027. Appropriates funds. Effective 12/31/2050. (SD1)

Establishes procedures for the Department of Transportation to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from the person's air travel to or from an airport in the State. Requires revenue generated from carbon offsets to be directed to the Department of Land and Natural Resources for tree planting or other initiatives that proportionally increase carbon sequestration.
