Requires the University of Hawaii to develop and implement a two-year native pollinator habitat pilot project to be deployed at the University of Hawaii at Manoa campus and the University of Hawaii at Hilo campus. Authorizes HHFDC to assist DOE in developing housing projects for teachers and other school employees and contract or sponsor an experimental or demonstration housing project with any state department or agency. Appropriates funds for deposit into the dwelling unit revolving fund. Authorizes DOE to lease land and contract with private entities for the development, management, maintenance, or revitalization of housing for teachers and other school employees. Permits a private entity to lease housing to other eligible tenants if occupancy of the housing falls below a percentage threshold as determined by DOE. Effective 6/30/3000. (HD2)

Requires the Department of Human Services to establish a Child Care Accreditation Program to assist licensed and registered child care providers in obtaining accreditation. Authorizes the use of the Child Care Grant Program Special Fund for Child Care Accreditation Program grants. Makes the accreditation requirement for service providers receiving funds from the Preschool Open Doors Program voluntary. Appropriates funds for the Child Care Accreditation Program, including funding for the establishment of one full-time equivalent (1.0 FTE) position. Repeals language that gives the director of finance discretion to use moneys in the Hawaii ABLE savings program trust fund if the director elects to accept deposits from contributors instead of sending deposits directly to the ABLE program manager. Authorizes the director of finance to expend moneys in the Hawaii ABLE savings program trust fund to provide incentive payments to Hawaii public school ABLE account owners. Appropriates moneys to fund incentive payments. Establishes and appropriates moneys to fund one full-time equivalent (1.0 FTE) permanent position to provide statewide outreach, advocacy, and relationship management for the Hawaii ABLE savings program. Requires the Department of Health to post on its website separate reports for various visits, violations, plans, and confirmations the Department performs or issues of certain care facilities. Establishes deadlines for each report type. Requires the Department of Health to log all reports in a database designed for easy public posting. Requires all facilities inspected by the Department of Health to maintain certain records and notify the Executive Office on Aging, Office of the Long-Term Care Ombudsman, and appropriate county offices on aging of initial inspection visit dates.
