Amends the state supplemental payment ceiling for domiciliary care paid to recipients who are eligible for federal supplementary security income or public assistance, or both. Requires each county to adopt, no later than 6/30/2024, ordinances applicable to subdivisions not approved by 7/1/2024, requiring as a condition of approval, the subdivider or developer to obtain a street address and install a mailbox for lots, parcels, structures, or units of a structure within certain subdivisions before the sale or lease thereof. Requires condominium maps recorded in the Bureau of Conveyances or registered in the Land Court after 6/30/2024, to include a mailbox plan for the condominium property regime, showing the location of all mailboxes for all units in the regime. Requires, prior to the sale of residential real property, the disclosure as to the existence of a United States Postal Service deliverable mailbox for the property. Effective 7/1/2050. (HD1)

Appropriates funds to the department of education and to the state public charter school commission to provide public high school and charter high school students with bus passes. Beginning with policies issued on or after 1/1/2024, requires health insurance policies to cover oocyte cryopreservation in certain circumstances. Removes the one-time benefit limitation for in vitro fertilization, and requires the insured or the insured's dependent spouse to have a history of infertility of at least two years' duration rather than five years'.

Authorizes dispensaries to distribute medical cannabis propagules and cuttings. Authorizes only those persons who may cultivate medical cannabis to purchase the propagules and cuttings. Imposes quantity limits and quality requirements on medical cannabis propagules and cuttings. Authorizes the Department of Health to approve in-vehicle receipt of medical cannabis and manufactured cannabis products on or near the premises of dispensaries. Authorizes a non-registered qualifying patient to have immediate access to the medical use of cannabis for a period of one year from the date of the issuance of a medical provider's certification letter, given certain requirements. Provides senior citizens with greater access to the state medical cannabis program. Increases the number of medical cannabis dispensaries in the State by requiring the Department of Health to issue eight dispensary licenses to the Department of Hawaiian Home Lands. Allows primary caregivers, qualifying out-of-state patients, and caregivers of a qualifying out-of-state patient to access the waiting room within a medical cannabis retail dispensary. Clarifies violations related to medical cannabis dispensaries. Increases the number of medical cannabis dispensaries the Department of Health is authorized to issue in the State.

Repeals the exemption granted to churches by Act 22, Session Laws of Hawaii 2020, relating to bonding requirements and fee requirements for licenses, renewals, and reinstatements of licenses applicable to cemeteries and funeral trusts. Clarifies that the Director of Commerce and Consumer Affairs shall exempt any cemetery authority from the bonding requirement and the fee requirements for license, renewal, and reinstatement upon proof satisfactory to the Director that the cemetery authority does not sell for financial profit. Effective retroactively to 09/15/2020.

Decriminalizes and legalizes the personal use, possession, and sale of cannabis in a specified quantity. Entitles persons arrested or convicted of certain marijuana offenses from custody or incarceration. Entitles certain persons to the expungement of their arrest and conviction records, unless the prosecutor can demonstrate good cause against the issuance of an expungement order.
