Mandates that one hundred per cent of all heavy-duty motor vehicles in the State's fleet be hydrogen or battery electric vehicles by December 31, 2035. Defines heavy-duty motor vehicle and hydrogen vehicle. (SD1)

SB2368 - Relating To The Environment.

Requires the Department of Health to conduct a statewide needs assessment to inform the future establishment of an extended producer responsibility program for packaging waste. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. (SD1)

SB2323 - Relating To Youth Fees And Fines.

Prohibits the assessment of any fines, fees, or court costs against a person who was adjudicated for an offense committed while the person was a minor under the age of eighteen years, or against the person's parent or guardian. Discharges all related debt obligations assessed prior to the effective date of the Act. Limits court ordered community service for minors to seventy-two hours. Repeals the statewide curfew for minors. (SD1)

SB2335 - Relating To The State Building Code Council.

Amends the membership, authority, and duties of the State Building Code Council. Gives the counties the sole discretion to amend, adopt, and update the Hawaii state building codes as they apply within each county's respective jurisdiction.

Amends the state supplemental payment ceiling for domiciliary care paid to recipients who are eligible for federal supplementary security income or public assistance, or both. Amends the monthly needs allowance for individuals residing in foster homes, care homes, domiciliary homes, and other long-term care facilities.

SB2344 - Relating To Homelessness.

Authorizes the issuance of general obligation bonds to the Hawaii Public Housing Authority for the development and construction of permanent supportive housing for certain vulnerable individuals. Requires the Hawaii Housing Finance and Development Corporation to consider any available federal low-income housing tax credits needed for construction of permanent supportive housing units. (SD1)

SB2304 - Relating To Tobacco Products.

Repeals existing law that preempted local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and nullified and voided any conflicting local laws and regulations. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that governs smoking.

For policies, contracts, plans, agreements, and plan contracts issued or renewed after 12/31/2024, requires the insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services.

SB2339 - Relating To State Finances.

Allows HHFDC or a county to establish a bond recycling program authorized by federal law. Allows HHFDC or a county to secure a line of credit or other instrument of indebtedness for the bond recycling program. Allows the Department of Budget and Finance and HHFDC to enter into an agreement with a county for bond recycling. Requires a county or issuer to submit a report to the Department of Budget and Finance and HHFDC on the status or use of its portion of the volume cap that is being recycled. Requires a reserve to be maintained for the unsecured portion of debt incurred for the bond recycling program and establishes a reserve for HHFDC as a subaccount of the rental housing revolving fund.

SB2349 - Relating To Leaf Blowers.

Prohibits the sale, offer for sale, or operation of gasoline-powered leaf blowers. Increases the amounts of fines for offenses against leaf blower restrictions and provides for the forfeiture of gasoline-powered leaf blowers on a third violation. Removes the exemption on leaf blower restrictions for government agencies. Takes effect 7/1/2050. (SD1)

SB2363 - Relating To Agriculture.

Requires the Department of Agriculture to establish a two-year agricultural crime pilot project to examine the effectiveness of prosecuting agricultural crimes, including agricultural theft and agricultural vandalism, in the City and County of Honolulu and County of Kauai. Appropriates funds.

SB2354 - Relating To Alcohol.

Expands the definition of "beer" under the intoxicating liquor law to mean any alcoholic beverage containing not less than 0.5% alcohol by volume obtained by fermentation of any infusion or decoction of malt or any substitute, including alcohol seltzer beverages and excluding sake, cooler beverages, and other distilled products. Authorizes brewpubs to sell beer they manufacture, or beer manufactured on their premises, subject to certain conditions. Takes effect 1/1/2025. (SD1)
