SB1397 - Relating To The Electronic Prescription Accountability System.

Amends subsection 329-101(d), Hawaii Revised Statutes, to require that a dispenser of a controlled substance report the filling of a controlled substance prescription and the dispensing of drug samples to the State's Electronic Prescription Accountability System at least once every day, or a report of "zero" be reported not less than once every seven days if no controlled substances prescriptions are filled or drug samples are dispensed.

Authorizes election officials to disclose driver's license and state identification information in association with membership in nonprofit organizations for election related purposes. Requires the office of elections to join a voter registration shared information system such as the Electronic Registration Information Center (ERIC) and share information with counties to encourage voter participation and ensure integrity of voter registration rolls. Appropriates moneys.

Amends the surety bond threshold requirement for third party administrators and clarifies the audited financial statements requirements. Adopts revised National Association of Insurance Commissioners Model #880 Unfair Trade Practices Act regarding expansion of value-added products beyond health products. Aligns section 431:13-103, HRS, with changes made to article 9 of chapter 431 by Act 110, Session Laws of Hawaii 2021. Amends the definitions of "controlled unaffiliated business" and "participant" as applied to captive insurance companies. Effective 7/1/2050. (SD1)

Exempts food supply chain businesses from permit or zoning requirements necessary for the installation of a renewable energy technology system or renewable energy storage system. Allows a food supply chain business to self-certify through licensed contractors for renewable energy technology systems and renewable energy storage systems used for its operations. Defines "food supply chain business" and "renewable energy storage system".

Requires government entities to seek reimbursement for all or a portion of search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, and there is a sign giving notice of the closure.
