As introduced Bill 25-319 would allow withdrawal without prejudice of certain administrative complaints of unlawful discrimination by the District government. It clarifies that certain complaints may be entitled to compensatory damages and reasonable attorney’s fees. It also permits withdrawal without prejudice of administrative complaints against private parties at any time. It permits civil actions that are not limited by proceedings before or findings of the Office of Human Rights or Commission on Human Rights. The Bill is now referred as follows: Sec. 5 to the Committee on Housing until September 30, 2023, the entire bill (without having to wait for the Committee on Housing) to the Committee on Transportation and the Environment, and then the entire bill to the Committee of the Whole. As introduced Bill 25-119 would create the Healthy Homes Program to install electric appliances for low and moderate income households. It would increase permit fees for installing appliances that use fossil fuels on site. Among other things, it would prohibit the District of Columbia Housing Authority from installing appliances or other systems that combust fossil fuels on site when making a conversion through the Rental Assistance Demonstration Program.
