Legislative bill overview

HB 1891 allows Tennessee drivers who pay speeding ticket fines without contesting them in court to complete an approved online driver education course. Successful completion of this course would enable removal of conviction points from their driving record, consistent with existing state law provisions for point reduction.

Why is this important

This bill creates an alternative pathway for resolving minor speeding violations that could reduce points on driving records, potentially lowering insurance premiums and protecting driving privileges. It balances administrative efficiency (by not requiring court appearances) with driver rehabilitation incentives while generating revenue through fines.

Potential points of contention

  • Equity concerns: Drivers with resources to quickly pay fines and complete online courses gain point-removal access, while those unable to pay immediately may face greater penalties
  • Road safety questions: Critics may argue that allowing point removal without court appearance reduces enforcement deterrence, potentially affecting speeding behavior across the driving population
  • Course quality and approval: The bill's effectiveness depends on how states define "approved" courses and whether online completion adequately ensures driver education outcomes
